項目概述 Base Introduction コンテストの目的
競賽目的
項目位於中日（ 蘇州 ）地方發展合作示範區範圍內，項目規劃與加快城市更新步伐、蘇州“文化強市”總體目標相呼應。在此背景下，項目的順利建成將助力相城區以及蘇州市文化旅遊建設總體發展目標實現。
項目所處環境資源非常獨特，緊鄰大型濕地公園，是繁華都市中的世外桃源。在繁華的城市背景具有“大隱於市”的場所意境和商業價值，本著“繁華蘇州三千年，中日設計桃花源”的願景，在“產業＋文化、科技+藝術”的引領下，結合實際情況，本項目圍繞區域發展戰略，推動文化產業建設，打造中日文化交流平台為目標。項目將匯聚全球智慧，將青台村打造成：濱水院落化的智力服務產業街區、街道式的中日特色商貿展示區、面向青年藝術家的創作營地、以文旅體驗引領夜間經濟的時尚街區、多功能的城市文化聚集區，成為蘇州市北部的旅遊文化和產業新地標。
項目將採用國際競賽的方式，徵集概念設計方案，打造一個以設計為核心、規划獨特的商、旅、文、產於一體的商業綜合體。
Purpose
Located in the Sino-Japanese ( Suzhou ) Development Cooperation Demonstration Zone in Suzhou, the Project aims to echo the overall goal of accelerating the pace of urban renewal and making Suzhou a “City with Cultural Power”. Upon its successful completion, the Project will contribute to the overall development of cultural tourism construction in Xiangcheng District and even Suzhou City.
The Project, enjoying extremely unique environmental resources, is in proximity to a large wetland park, and just a stone’s throw away from the hustle and bustle, which features the artistic conception and commercial value of “urban retreat”. Based on the actual situation and in line with the vision of “building a land of idyllic beauty by Sino-Japanese design in bustling Suzhou with a history of 3,000 years”, the Project focuses on the regional development strategy, promotes the construction of cultural industry and builds a platform for Sino-Japanese cultural exchanges under the guidance of “industry + culture, technology + art”. The Project will pool the wisdom of the whole world to build Qingtai Village into an intellectual service industry block with waterfront courtyard, a street-style trade exhibition area with Sino-Japanese characteristics, a creative camp for young artists, a fashionable block leading the nighttime economy with cultural travel experience, and a multi-functional urban cultural gathering area, thus becoming a new landmark of tourism culture and industry in the north of Suzhou.
The Project will solicit conceptual design proposals through international competition, in order to build a commercial complex with design as its core and integrating unique business, tourism, culture and industry.
コンテストの目的
プロジェクトは中日( 蘇州 )地方発展協力モデル區の範囲內に位置し、プロジェクト計畫は都市更新ペースの加速、蘇州「文化で町を強くする」という全體目標と呼応している。これを受け、プロジェクトが順調な展開されることは相城區及び蘇州市の文化観光の推進・事業化及び全體的な発展目標の達成に役立つ。
プロジェクトが環境に恵まれ、資源は非常に獨特で、大型濕地公園に隣接しており、いわば繁華都市にある桃源郷である。にぎやかな都市背景には「賑やかさから離れた場所の」趣とビジネス価値があり、「三千年ほど賑やかな蘇州をベースに、中日とも桃花源を設計しよう（ 繁華蘇州三千年、中日設計桃花源 ）」のビジョンに基づき、牽引役とした「產業+カルチャー、科學技術+芸術」を、実際の情況と結びつけ、本プロジェクトは地域発展戦略を中心に、文化產業の充実化を推進し、中日文化交流の場を作り上げることを目標としている。同プロジェクトは全世界の知恵を集め、青台村を水辺の庭園化した知的サービス產業クラスター、町並 雰囲気のある中日の特徴づけた商業貿易易展示エリア、青年芸術家向けの創作キャンプ、文化観光體験でナイトタイムエコノミーをリードするファッションブロック、多機能な都市文化集積區に築き上げ、蘇州市北部の観光文化と產業の新しいランドマークとなる。
同プロジェクトは國際コンテストの方式で、コンセプトデザイン案を募集し、設計を中核とし、獨特なビジネス、観光、文化、產業を一體化したコンプレックスを構築する。
競賽內容
本次競賽包括 ①概念性規劃 ②特色單體建築 ③景觀設計：
① 概念性規劃設計層面：根據一二期整體規劃要求，對近500畝的老的居住、工業混合區進行改造和更新。需要拓展新時代城市更新理念，研究自然與城市共生關係，提出“新江南水鄉”商業空間模式，並從規劃層面整體研究空間佈局、落實空間引導、構建新的城市生活場景，提出實施策略。
實施策略包括對原有建築的保留與改建的策略、創意亮點的體現，整體風貌的統一方式等。
② 特色單體建築：本方案（ 一期示範區內 ）重點區域可能涉及的新建或改建特色單體建築包括：
城市會客廳、入口建築、關鍵交通節點、水岸休閒建築、標誌性商業建築、特色精品酒店。本方案（ 二期 ）涉及的改建特色建築包括：聯繫橋樑、水下博物館（ 水面建築 ）、工業廠房的轉型設計。
③ 觀設計層面：包含但不限於：整體景觀改造策略、濱水景觀設計、街道線性景觀、重要節點的室外廣場設計、城市公共藝術、二期水面及河道的意向設計等等

Content
This Competition includes: 1 ) Conceptual Planning; 2 ) Characteristic Single Building; 3 ) Landscape Design:
①Conceptual Planning and Design: According to the overall planning requirements of Phase I and Phase II, nearly 500 mu of old mixed residential and industrial areas will be reconstructed and renovated. It is necessary to expand the concept of urban renewal in the new era, study the symbiotic relationship between the nature and the city, and propose the commercial space model of “New Watertown in Yangtze River Delta”. The Project plans to study the overall spatial layout from the planning level, implement the spatial guidance, build new scenes of urban life, and put forward the implementation strategy.
The implementation strategy includes the preservation and reconstruction of original buildings, the embodiment of creative highlights, the unified way of the overall style and features, etc.
②Characteristic Individual Building: New characteristic single buildings that may be involved in key areas of this scheme ( in Phase I demonstration zone ) include:
Urban reception room, underwater museum, entrance building, covered bridge at key traffic nodes, water stage, waterfront leisure building, landmark commercial building and characteristic boutique hotel.
The reconstructed characteristic buildings involved in this scheme ( in Phase II demonstration zone ) include: transformation design of industrial workshop.
③ Landscape Design: Including but not limited to: overall landscape transformation strategy, waterfront landscape design, street linear landscape, outdoor square design at important nodes, intentional design of urban public art, etc.

コンテストの內容
今回のコンテストには、①概念的な計畫②特徴的な単一建物物③景観デザインが含まれる。
① 概念的な計畫の設計レベル：第1,2期の全體計畫の要求に基づき、約500ムーの古い居住団地、工業混合エリアに対して改造と更新が行われた。新時代の都市更新の理念を広め、自然と都市の共生関係を研究し、「新しい江南水郷」のビジネス空間モデルを取り上げ、そして計畫レベルから空間配置を全體的に検討し、空間誘導を実行し、新しい都市生活シーンを構築し、実施策略を提案する必要がある。実施策は既存建築の保全と改築の対策、創意工夫の特徴の出し方、全體狀況の統一方式などを含む。
② 特徴的な単一建物物：
本計畫( 第一期モデル區內 )の重點エリアに関連する可能性のある新築された、又は改築された特色ある単體建築物は以下を含む。都市応接室、入口建築、重要な交通結節點、水辺地帯のレジャー施設、象徴的な商業施設、特色ある高級ホテル。本案( 第2期 )に係る改築された特色ある建築には、繋ぎとなる橋樑、水中博物館( 水面建築物 )、工業工場の転換設計がある。全體的な景観改造対策、水辺地域の景観設計、町並みの線形景観、重要な結節點となる屋外広場設計、都市公共芸術、第二期計畫の水面および河道の希望設計などを含むが、これらに限定されない。

資格預選階段
不論定向邀請或自由報名的設計機構，均需提交參賽工作建議書，內容包含簡要的公司整體實力和特色介紹、以往類似項目的業績介紹、以及不超過3頁的說明文件表達對本項目的文化理解和構思意向（ 形式不限 ）。
報名單位可自行現場調研或聯繫陪同調研。
最終競賽成果
1 完整的設計文本（ 電子版PDF格式、A3打印10冊、A4打印5冊 ）
2 清晰的設計理念說明（ 表現方式不限，須在設計文本中體現 ）
3 彩色總平面圖，JPG
4 效果圖不少於8張：整體鳥瞰圖2~3張，東南角度與西南角度各一（ 表現方式不限，宜含夜景鳥瞰圖1張 ），建築群體及重點景觀效果圖5-6張或更多，沿南面、西面水景方向的街景效果圖宜2張以上
5 一期重點建築改造策略及典型局部改造示意（ 可選擇2處以上關鍵及特色建築進行改造設計 ）
6 新建特色建築的簡要平面圖、立面圖（ 可選2處以上 ）
7 特色區域或特色單體建築模型1個（ 材質不限，底座尺寸不宜超過1mX1m ）不超過2分鐘的動畫多媒體表達，MP4格式
Pre-qualification
All design firms, whether by means of fixed invitation or public registration, are required to submit the work proposal, which contains a brief introduction of overall strength and features of such firm, a performance introduction of similar projects in the past, and a description document of no more than 3 pages to express the cultural understanding and conception intention of the Project ( in any form ).
Final Results
1 Complete design text ( electronic PDF format, 10 copies on A3 paper, and 5 copies on A4 paper )
2 Clear description of design concept ( the way of expression is not limited, but must be reflected in the design text )
3Colored master plan in JPG
4 No less than 8 renderings: 2-3 overall aerial views, one from the southeast and one from the southwest ( there is no limitation on the way of expression, preferably including one aerial view at night ), 5-6 or more renderings of building groups and key landscapes, and more than 2 streetscape renderings along the south and west waterscape directions.
5 Reconstruction strategy of key buildings in Phase I and typical local reconstruction diagram ( more than 2 key and characteristic buildings may be selected for reconstruction design )
6 Brief plan and elevation drawings of newly-built characteristic buildings ( more than 2 buildings may be selected )
7 One characteristic area or characteristic individual building model ( the material is not limited, and the base size should not exceed 1mX1m )
8 Animated multimedia expression of no more than 2 minutes ( in MP4 format )
事前資格審査段階
指向された招待或いは自由応募の設計機関にかかわらず、大會に參加するに際して活動提案書を提出する必要があり、その內容には會社概要、実力と特色の紹介、過去の関連プロジェクトの業績説明、及び3ページを超えない説明文書が本プロジェクトに対する文化理解と構想意向を表現する( 形は限定されない )。
応募者は自分で現場調査あるいは聯絡を入れて調査に同行することができる。

資格預審和參賽遴選
主辦方會對郵件報名及線下邀請報名的設計機構進行資格預審，遴選出6家（ 或更多 ）入圍機構正式參賽。遴選評審將在報名結束後的3個工作日內完成。本次競賽不收取參賽保證金，但會和入圍機構簽署參賽協議。
正式方案階段暨入圍後的方案提交及競賽評審階段
主辦方組織入圍的6組參賽單位進行現場踏勘和答疑，6組入圍單位按照《技術任務書》要求提交成果文件，最終將從中評出一等獎、二等獎、優秀獎。（ 具體成果文件、材料遞交方式、評審方式以本公告為準 ）
參賽者要求
公開報名階段，境內外具有相關設計經驗的參賽單位（ 獨立法人、聯合體 ）均可報名參加。允許聯合體報名，聯合體成員不得超過3家，聯合體各方不得再單獨以自己名義，或者與另外的設計機構組成聯合體參加本次競賽。
Pre-qualification and selection
The sponsor will pre-qualify the design firms registered by mail and invited offline, and select 6 ( or more ) finalists to formally participate in the competition. Selection and evaluation will be completed within 3 working days after registration. No deposit will be charged, but an entry agreement will be signed with the finalists.
Formal scheme, scheme submission after shortlisted and competition evaluation
The sponsor will organize six groups of finalists to conduct on-site survey and answer questions. Six groups of finalists shall submit deliverables according to the Technical Assignment, from which the first prize, the second prize and the excellence awards will be finally awarded. ( The deliverables, material submission methods and evaluation methods shall be subject to this Announcement. )
Requirements
In the public registration stage, participants at home and abroad ( independent legal entity and/or consortium ) with relevant design experience may sign up. The consortium is allowed to sign up, with no more than 3 members, and all parties of the consortium are forbidden to participate in this competition in their own name or with other design firms.
事前資格審査と入選者の選抜
主催者はメール応募やオフライン招待で応募した設計機関に対して資格事前審査を行い、6社( またはそれ以上 )の入選機関を選抜して正式にコンテストに參加する。選考審査は、応募が終了後3営業日以內に完了する。今回のコンテストでは參加保證金は徴収されないが、入選された機関とコンテスト參加協定を締結する。
本案段階及び選定された提案提出並びにコンテスト審査段階
主催者は入選した6組の參加者を集めて実地踏査と質疑応答を行い、6組の入選した參加者は「技術任務書」の要求に従って成果文書を提出し、最終的にその中から1等賞、2等賞、優秀賞を評議して選出する。（ 特定の結果文書、資料の提出方法、および評価審査方法は、本公告に準ずる ）
參加者の要件
公開応募段階では、中國國內・海外に関連する設計経験を持つ參加者( 獨立法人、連合體 )が応募可能である。連合體の応募を許可し、連合體のメンバーは3社を超えてはならず、連合體の各側は単獨で自分の名義で、あるいは他の設計機関と連合體を作って今回のコンテストに參加してはならない。

The submitted works must be original works of the contestants, and cannot infringe any patent rights, copyrights, trademark rights and other legal intellectual property rights of any third-party individuals and units. Once the non-original work is verified, the organizer has the right to immediately cancel its qualifications for participation, shortlisting and awards, withdraw the funds and materials and retain the right to pursue legal liabilities. If the organizer is sued or has other losses due to above issues, the organizer has the right to request the participant to make full compensation. If the organizer made compensation in advance, the organizer has the right to recover all direct and indirect losses from the contestant.
2. The entries should not been published in other media, not applied for patents or registered for copyright, not participated in other competitions, and not entered commercial channels in any form.
3. Except for the right of authorship, all the other copyrights of the shortlisted works belong to the competition organizer.
4. Participants who submit their registration materials and entries agree with the assessment method determined by the competition. Participants have carefully read all the terms before submitting their works, fully understand and agree that the jury of this competition has the final decision on the selection of all winning works.
依照《中華人民共和國合同法》、《中華人民共和國著作權法》及相關法律法規的規定，凡主動參與本次徵集活動的所有參賽者，均視為已經對所提交的作品版權歸屬作如下不可撤銷聲明：
「中華人民共和國契約法」、「中華人民共和國著作権法」及び関連法律法規の規定により、自発的に今回の募集活動に參加したすべての參加者は、すでに提出された作品の著作権の帰屬について以下のように取り消せない聲明をしたことと見なされる。
1. 參與作品必須是參賽者原創作品，不能侵犯任何第三方個人和單位的任何專利權、著作權、商標權及其他合法知識產權。一旦查實非原創作品，主辦單位有權立即取消其參與、入圍與獎勵，收回資金物資及保留追究法律責任的權利，若主辦單位因此被起訴或產生其他損失的，主辦單位有權要求該參賽者進行全額賠償，主辦單位已先行賠付的，有權向參賽者追償所有直接損失及間接損失。
1.參加作品は參加者のオリジナル作品でなければならず、いかなる第三者個人と會社のいかなる特許権、著作権、商標権及びその他の合法的な知的財產権を侵害してはならない。主催者は、オリジナルではない作品が確認されると、大會への參加、入選資格と報酬を取り消すことができるものとし、資金と資材を回収し、法的責任を追及する権利を留保し、主催者がそれによって訴えられたり、その他の損失を被った場合、主催者は當該參加者に損害賠償を全額請求する権利を有し、主催者が前払いした場合、主催者は當該參加者に対して直接的および間接的な損失を求償することができるものとする。
2.參賽作品未在其他媒體公開發表，未申請專利或進行版權登記，未參加過其他比賽，未以任何形式進入商業渠道。
2.參加作品は他のメディアで公開発表されておらず、特許を出願せず、あるいは著作権登錄を行っておらず、他の試合に參加したことがなく、いかなる形式でも商業ルートで開示されていない。
3. 凡入圍作品除作者署名權以外，其他所有版權歸競賽主辦方所有。

4. 凡參賽者提交報名資料及參賽作品，即表示同意大賽確定的評選方式。參賽者提交作品之前，已仔細閱讀所有條款，充分理解並表示同意，本次大賽的評委會對所有獲獎作品的評選結果具有最終裁定權。
4.參加者が応募資料や參加作品を提出することは、コンテストが定めた選考方式に同意することを示す。參加者が作品を提出する前に、すべての條項をよく読んで、十分に理解したうえで同意し、今回のコンテストの審査委員會はすべての受賞作品の選考結果に対して最終的な裁決権を持っている。
